Esta breve obra, datada en torno al año 64 a. C., atribuida a Quinto Cicerón, mantiene la misma actualidad que hace 2000 años, durante la Roma de Julio César. Los consejos que ofrece a su hermano sorprenden por su actualidad, y servirían a cualquier político para manipular, embelesar y convencer al gran público durante unas elecciones, por su profundo conocimiento del alma humana. Quinto Tulio Cicerón (102-43 a. C.) era el hermano menor del célebre orador, político y filósofo Marco Tulio Cicerón. De familia adinerada, fue educado en Roma y Atenas, como su hermano. Fue legado de Julio César durante la Guerra de las Galias, durante la cual escribió cuatro tragedias. Escribió también varios poemas y epístolas. Parte de su obra no se conserva.
